DP Gachagua to chair IBEC meeting amid elnino concerns

The Met department has issued an alert over possible adverse effects of elnino for communities living in flood-prone areas including the ASALs.

Deputy President Rigathi Gachagua is scheduled to chair an Intergovernmental Budget Economic Council meeting Friday.

The meeting coming amid projections that the country is likely to experience heavy rains from this month to January 2024.

On Thursday last week, Gachagua had convened an El Nino response and impact mitigation strategic meeting that brought together leadership from both levels of government, other government response agencies as well as partners to assess and discuss preparedness in dealing with the expected El Nino rains.

This even as the Ethics and Anti-Corruption Commission warned of possible misuse of public funds under the guise of preparing for the predicted El Nino rains urging all procurements and expenditures undertaken by National Government Ministries/Departments and Agencies (MDAs) and County governments in mitigation measures, in preparation for the anticipated El Nino rains to strictly comply with procurement laws, the Public Finance Management Act, and regulations.

During the 20th Ordinary Session of the Intergovernmental Budget and Economic Council (IBEC) at the DP’s official residence in Karen held in June, the deputy president had assured of the government’s commitment to disburse pending financial allocations. The DP said the government is keen on ensuring counties receive funds on time for them to operate effectively.

Issues discussed during the meeting included pending bills, Revenue allocation, Mining, and sharing of royalties from minerals to counties among others.

The challenge of illicit brews and substance abuse was also discussed at the forum with the Deputy President urging county administrations counties to develop a mechanism in partnership with NACADA and the National police service in the issuance of the liquor licensing.
