Mudavadi: Govt focused to achieve fourth Medium Term Plan

The implementation of the Fourth Medium Term Plan 2023-2024 that was launched Thursday morning by President William Ruto will be closely monitored and evaluated.

PCS says the uniqueness of the plan calls for proper implementation for it to achieve the set goals.

He has warned the leadership at all levels to take its implementation seriously as President Ruto is keen and focused to see its full implementation.

“There will be no room to wriggle outside the framework of the fourth-MTP-2023-2027 plan. Its monitoring will be from the highest level, and therefore this calls for total commitment and dedication towards its implementation,” said Mudavadi.

Mudavadi said the launch at State House Nairobi, is symbolic and unique signaling the highest level of approval and ownership of the plan.

“Essentially the buck stops here,” said Mudavadi, stating that the top leadership from the President being castigated downwards accepts the responsibility of owning the actualization of the MTP-4, 2023-2027 plan.

“This is a national plan and a program for the program of the republic of Kenya. It is going to be the framework of engagement with our international partners and friends, with the citizens of Kenya, with our friends and partners and it also provides the broad framework to engage with the private sector here and beyond,” added Mudavadi.

The Fourth Medium Term Plan-2023-2027 anchored under the “Bottom-Up Economic Transformation Agenda for Inclusive Growth” is a national reporting indicator whose primary objective is to monitor the execution of key functions within government ministries, state departments and agencies.

This with an aim to enhance transparency, efficiency and accountability through presenting a clear set of indicators and targets within the framework of the vision 2030 guided under the constitutional principles.

Mudavadi lauded the effort put in by the Treasury through the state department of economic planning in coming up with the plan.

“We congratulate the team that worked tirelessly to transform the broad ideas into an actionable plan, under the leadership of CS, Prof Njuguna Nd’ungu, with collaborative efforts from stakeholders drawn from various Government Ministries, Departments, and Agencies (MDAs),” said Mudavadi.

The MTP IV adopted a value chain approach, with the BETA core pillars and key enablers clustered under Finance and Production; Infrastructure; Social; Environment and Natural Resources; and Governance and Public Administration Sectors.

The sectors aim at realizing an economic transformation through implementation of targeted interventions geared towards increasing economic growth.

Its development was guided by the sectors outlined in MTP IV, namely Finance and Production, Infrastructure, Social, Environment and Natural Resources, and Governance and Public Administration.

Each sector has both outcome and key output indicators, with annual targets. These indicators play a crucial role in allowing citizens to examine the level of implementation of policies, programs, and projects.
